Eros TimesDelhi:EROS TIMES: Chief Minister of Delhi, Arvind Kejriwal today inaugurated and threw open for the public the newly constructed RTR flyover (Rao Tula Ram flyover) on outer Ring Road to ease and smoothen the traffic in a function organized by PWD at RTR flyover.
The function was presided over by Minister of PWD and Power, Satyendar Jain, while former Minister, Somnath Bharti, MLAs, Promila Tokas & Commando Surender worthy Guests of Honour. Pr. Secretary, PWD, Rajiv Yaduvansi, Engineer –in- Chief, P. K. Vats, Chief Engineer, Pradeep Kumar Parmar and Project Manager, G. P. Bansal were also present on this occasion.
Inaugurating the flyover, Kejriwal said, “We will make Delhi the best city in the world”.
He further said Delhi Government has done a lot of work for the people of Delhi.
Our Government has ensured all around development of the city. We have improved the services in the hospital, constructed Mohalla Clinics extending medical facilities to the common man.
We have ensured laying of Water Supply and Sewage Lines in the un-authorized colonies, constructed roads and streets in the colonies, provided non interrupted electricity supply.
We have made available electricity at cheaper rates and water supply free up to consumption of 20K liters per house hold.
“It is a day of happiness for the people of Delhi as the Rao Tula Ram flyover is now open to all. It will ease connectivity for people who travel to IGI Airport or Gurgaon from South Delhi.
Not only will people save time and effort, but there will also be a decrease in air pollution that was caused due to congestion.
I want to congratulate the PWD and the people of Delhi,” CM Kejriwal said.
“The way the government hospitals, mohalla clinics, poly clinics, schools and colleges are coming up in Delhi,” CM Kejriwal said, “no government has done so many developmental works in the last 70 years.”
Kejriwal said that construction of RTR flyover having new technology is another giant step for smooth flow of traffic.
Satyendar Jain congratulated the team of engineers, who completed this task of construction of 2.85 KM flyover on such a busy and narrow outer ring road without interrupting traffic mode.
Jain said “One cannot imagine the difficulties faced by the PWD engineers and workers while completing this project. The space available to work was just 6-7 meters and only a 6-hour window at night was available to carry on with construction.
States around the country take the Delhi PWD as an example of what a good PWD department can achieve, whether it is flyovers, elevated roads or school classrooms.”
The length of elevated corridor is 9m wide and 2.85 km long which also includes ramp of around 340m. After the ramp of Elevated corridor, U-turn is provided to facilitate the traffic of Vasant Enclave, Vasant Gaon, Vasant Apartment and area of Delhi Cantt.
This 3-lane elevated corridor is first of its kind in Delhi which is constructed fully on portals to allow movement of traffic below the Elevated Corridor. Total of 77 spans are present in this elevated corridor which has increase the capacity of Outer ring Road in this stretch by 3 lanes.
The project stretch of new RTR flyover, emerging out as an arm of existing Munirka Flyover and extending upto Central Base Post Office will not only decongest Poorvi Marg junction, Vasant Marg junction, RTR junction and B.J.Marg junction but also facilitate the to and fro traffic movement from Munirka to Airport.
Total cost of construction of this elevated corridor including utility shifting charges is around Rs. 205 Cr.
Existing/Earlier constructed RTR flyover will now be used for one way traffic coming from airport and going towards IIT.
As per Delhi MPD 2021 goals, movement on Outer Ring Road is to be made smooth and signal free to the extent possible. At the behest of UTTIPEC, M/s RITES Limited has been engaged by PWD to draw medium and long term proposals for preparing Traffic Improvement plan of Outer Ring Road from IIT Gate to NH-8 and its influence areas. M/s RITES has made several recommendations for improvement of traffic flow on BJ Marg, Ring Road and RTR Marg.
On the basis of recommendations of M/s RITES, Delhi Government has approved “In-principle” the construction of (1) Flyover on Portal Structure Linking Existing Munirka Flyover in the East to the point beyond Army RR Hospital in the West (ii) Underpass at junction of BJ Marg and Inner Ring Road.

Due to construction of this elevated corridor, 5 mins of travel time will be reduced for both to and fro traffic from IIT to airport.
Smooth and uninterrupted movement of traffic on this corridor will save 13200 litres of diesel /day which will lead to at least 25.8 Ton/ day reduction in CO2 emission. 4.32 lakh trees would have been required to absorb this quantum of CO2.
Around 7.7 lakh man-days / year will be saved.
Total amount of Rs.75.74 Cr. per year will be saved (i/c carbon credit of Rs. 64.00 lakh / year). Break-even will be achieved within 32 months.
